[sword-devel] emptyvss - output for verses missing at the end of a chapter?

I recently discovered that the Sword utility emptyvss outputs the reference
of the last verse found when there is a verse missing at the end of a
chapter.

Is this an "Off-by-One" bug?

cf. When a verse is missing in the middle of a chapter, the output reference
is that for the missing verse.
Shouldn't the outputs for both situations be consistent?
