It doesn't describe any file formats in any detail. In some instances
it points to the specifications of the file format.

It does list utility programs for manipulating some of the file formats,
but thus far, I haven't listed what the tool does, or where to it obtain
it from.

For tools that describe how to create resources for The Sword Project,
I'll include a link to a page on the wiki that describes how to use the
tool.
