[osis-core] Add <verse/> to <title>

Can you give an example of why we need something other than the current 
allowed syntax?

<verse osisID="Ps.23.title">
   <title>
     A Psalm of David.
   </title>
</verse>
<verse osisID="Ps.23.1">	
The Lord is my shepherd, I shall not want.
</verse>
