[osis-core] change in publisher attributes

Greetings!

Steve suggests in the manual that type on publisher is the same as date 
roles, that is, original, edition, imprint, eversion.

Requires changing publisher to be withoutType and to add the type 
attribute in to point to the same set as date role does. Allows 
extension with the "x-".
