[osis-core] Schema revisions

Patrick,

I like the idea of removing the comments, but moving the simple types
seems like an unnecessary complication.  You already have the simply
types together at the end of the file.  You could add a comment line to
separate the simple types.  I think having them all in the same file
actually improves reading the process.  If something is in a separate
file you will have to go to another file to determine the meaning.

If you are going to make a separate file you will have to define a
schema namespace.  I think this is a good idea even if you don't create
a separate file for simple types.

The only benefit of the separate file would be that external parties
could use our <reference> element without having to import the whole
schema.  BUT for this purpose you would only put the types for <work>
and <reference> in the separate file.

Why not release 1.5 then when we rework the schema structurally look at
merits of a second schema file for simple types.
