[osis-core] Suggestion for the documentation.

Patrick and Steve,

For the documentation, I think it would help the reader to put the
"main" elements in a section up front.  With the "main" elements most
users can create most encodings.  Then put the rest of the elements in
meaningful groups.

Here are what I consider the core elements.

<osisCorpus>
<header>
<div>
<p>
<chapter>
<verse>
<title>
<lg>
<l>
<lb>
<q>
<speech>
<list>
<item>
<reference>

I would also put a section for work elements togeather in a section by
them selves.

Then the rest of the elements.
