I don't think we have a stated policy on this. In most standards 
orgs, WG chairs can appoint 'invited experts', and from the last few 
mails it seems we have consensus that he would be a valuable 
addition, so let's add him.

More generally, my view of core is that it is the primary technical 
body of OSIS, and its jobs, besides responsibility for the core 
schema itself, include:

    setting technical direction for OSIS
    chartering and unchartering other WGs
    reviewing, editing, and approving work of other WGs
       (particularly for public releases)
    declaring of when an OSIS spec is final
    setting criteria for use of OSIS branding/trademarks/logos/etc
    on occasion, doing smaller technical work pieces itself

Thus I would say it should include the officers (myself and Kees) and 
the chairs of each WG as the basic membership, plus (as typical in 
other organizations) a small number of appointed 'invited experts'.

I would like to see us distinguish a core-like group that would 
include the key people working on non-technical aspects, and key 
representatives of sponsoring organizations -- we now have an 
'osis-admin' list that should serve that group nicely (actually, this 
post should go there too). That way we can keep the email traffic 
more separate, making things somewhat easier for everybody (I hope), 
and people can sort themselves into the two as needed....

I see osis-admin as responsible for:

    marketing, PR, and other external communications
    fund-raising
    conferences, workshops, and training
    most aspects of the web-site(s)
    selection of officers
    setting criteria for its own membership (like, who counts as a
       sponsoring organization for purpose of voting when needed, etc)
    setting overall policies and procedures
    legal/business issues such as whether to become a legal entity

Does this make sense as a general pattern?
