One way to test this conjecture would be as follows:

mod2imp WEB > WEB.imp.txt

Edit WEB.imp.txt and remove the attribute  type="x-doNotGeneratePunctuation"
from at least one verse where Jesus is the speaker, e.g. Matt 3:15

imp2mod WEB.imp.txt

Troy stated recently (Aug 23, 2010),

mod2imp -> imp2mod should produce a clean, lossless roundtrip no matter what
the markup. 

However, for some reason imp2mod.exe seems to be missing from the Win32 port
of SWORD utilities!

Does anyone know why?
