... And if this is generally useful for all frontends, why not put it 
into the library? Or into a small command line tool? Like this:

$ publishmod --zip MyMod /var/www/sword/
Zipping module data...
Copying the zipped module to /var/www/sword/...
Adding mymod.conf to /var/www/sword/mods.d.tar.gz...
Done!
