[sword-devel] Building under Windows

Project files for VC++ (that is to say, the IDE) have been included with 
Sword for a few years. At present, I think we ship them for 6.0 & 7.1. I 
don't know whether they are necessarily up to date, but they should be 
trivial to update if not.
