Verses are conceptually always held in containers, though the elements 
used to mark them are not necessarily container elements. If you use 
milestone elements (<verse/>-style), you still have to surround the 
verse text in these elements and they must have matching sID/eID 
attribute pairs. For example: <verse osisID="Matt.1.1" 
sID="Matt.1.1"/>verse text<verse osisID="Matt.1.1" eID="Matt.1.1"/>.

The Bibles I've seen that come from SFM usually do need to use verse 
milestones. You inevitably need to use milestone elements for either 
verses or quotations, if your text uses quotation marks at all.

We support either, but I'm not sure mod2osis does currently. ;) If I had 
to guess, I would say it probably does.
