John,
I would steer away from WinCVS 1.3, it has some issues still and is in beta.
I ran into several problems recently with it and went back to 1.2 WinCVS 1.2
is very stable and useable. Once a stable release of 1.3 is out, I am sure
we will update the CVS instructions.
