This is because all of the text in pages generated by Diatheke needs to be
of the same encoding.  It's not actually being smart about the locales, 
it's just passing them on to the webpage, which it has already told to 
display as UTF-8.  But you could pretend that Diatheke is just more 
advanced than BibleCS if you would like. :)
