But I'm not sure this is what you want.
I think you are asking for a ThML 'scripRef'-like tag that points to 
something besides Scripture.  I'm not sure there is such a thing in 
ThML.  Once we get our OSIS filters a little further, you'll be able to 
do something like:

<reference osisRef="BDB:0123">This</reference> is a link to entry 0123 
in BDB
