OK,
	I think the first stage of the localemgr is working.  I've included a
new directory in CVS: locales.d

	There are 2 example locales in this directory that show how
augmentation works if 2 locales exist with the same symbol (name), like:
de

	Place this directory in your sword install (maybe
/usr/share/sword/locales.d), then you should be able to run the
localetest program in the tests directory.
