[osis-core] quotes as highlight?

Patrick,

I am not opposed to <hi type="quote"> or something similar, but it
should NOT be allowed in scripture text itself (in the same way that
<hi> is not to be used in scripture text itself at present, but can be
used in notes, introductions, sermons, etc..).
