[osis-core] Syntax on annotateRef

The actual schema mods.

Use with new regex I sent earlier.

<xs:attribute name="annotateRef" type="annotateRefType" use="optional"/>

add to globalWithType and globalWithoutType

<xs:simpleType name="annotateRefType">
   <xs:list itemType="osisRefType"/>
</xs:simpleType>
