[osis-core] One last mod

Guys,

Had to call Todd because I was spacing on the new:

annotateRef attribute for all globals.

Will be space delimited osisRefs (using the list mechanism Todd 
suggested, mainly so I don't have to make the regex for osisRef any 
uglier than it already is).

simpleType will be annotateRefType, which calls osisRef (which no longer 
allows spaces)

I missed this in the minutes so that is why it did not appear in my 
earlier posts.

Should have the latest beta version out by early evening. About to 
bounce into a conference call.

Thinking about making this 1.8, with 1.9 to be issued next week, after 
we correct typos, etc., so the final version will be 2.0.
