Actually that should be covered in <description>, need to emphasize that 
in the user manual.

May need to add type="encoder" if someone wanted to add a note at a 
particularly nasty part of the encoding. Could be easily excluded for 
presentation purposes.

I have no real objection to add encoder to the note type.
