Valid, well you need a container for the narration, suggest <p></p> so:

<p>Mary yelled at her sisters, <q>Mom said, <q>Go to sleep now!</q>  And 
if you don't, I'm gonna tell!</q></p>

Render:

      Mary yelled at her sisters, "Mom said, 'Go to sleep now!'  And if 
you don't, I'm gonna tell!"

Note that Mary is being quoted by the narrator.

Not sure where you are going with this but I'm interested to hear the 
responses.
