[osis-core] Section 19.2.3

Guys,

In listing attribute values, section 19.2.3 covers the now deprecated 
milestoneStart and milestoneEnd element's attributes.

Since we have deprecated them, no reason to make them easy to use is 
there? I suggest deleting this section since we say elsewhere, don't do 
it this way.

Listening to Californication on the boom box. Fairly interesting satire 
about the entertainment industry.
