Did we decide to spin dictionaries off as a separate module or keep that
in core?

Either way, I think we should attempt to support easy conversion from
exported SIL LinguaLinks lexica since they represent a large body of work 
from one of our primary users.  I'll try to draw up a list of elements 
necessary to achieve this tonight.
