[osis-core] Adding Chapter as child

Guys,

Adding chapter as child element (must use the milestone version) to:

<l>
<p>
<verse>

If a <chapter> breaks a <speech>, <div>, etc., wouldn't it have to be in 
one of these lower elements? Note that <chapter>, either form, is 
already a child of <div>.
