Exactly so. As I see it:

scope identifies what portion of canonical text is contained in the 
element that sets scope. In effect, it says "I contain Matthew 4". 
This should appear in the <work> element so you can distinguish 
something like a NT + Psalms, or a single book, vs. the whole Bible.

osisRef identifies what portion of canonical text is *discussed by* 
or relevant to be linked to from, the element that sets it.
