[osis-core] Place for the OSIS schema to exist as a public URL.

Chris, thanks for the pointer!

The question for the group at large is:
Is this a permanent location that we can use in OSIS documents?
This seems like a good time to nail where the schema will reliably
exist.

Having looked at TEI a bit, it seems there is no single DTD or schema
but rather you can cook your own based on what your needs are by
combining several modules. Steve and Partick, I have "heard" you use
the same term "module" with respect to OSIS. Are you thinking of a
similar "cook your own pizza" strategy, where there is NO common
publicly available schema that everyone points to in a public location?

I like the modular approach but think we should assemble the modules
into public schema and let users pick from a few schema. (To follow the
pizza metaphor, offer Cheese, Pepperoni, Meat Lovers, Veggie Lovers, and
Supreme as the only options, even if other combinations are possible.)
