[osis-core] Place for the OSIS schema to exist as a public URL.

Patrick and Steve,

Is there a place where we can put the schema so that it can be
referenced publicly as a ULR?

I noticed that Harry had to use
http://www.ccel.org/osis/osisCore1.1.xsd.

Can we put it someplace like
http://www.bibletechnologies.net/schema/osisCore1.1.xsd?  

Who is managing www.bibletechnologies.net?  It should not be a big deal
to put it out there.

It would also be handy to for there to be a place to put put the
recommended list of Bible book names and the general documentation.
