[osis-core] OT Titles in Psalms

Troy, Chris,

Suggest using <verse type="title"> with verse numbering =0 since that 
allows us to map from Hebrew to translations.

That has the advantage of also getting <transChange> since it is in a verse.

The stylesheet should not care if it is <title> or <verse type="title">.
