Yes, the problem is that I want p to contain verse but not allow the 
situation you describe.

Thoughts on how much effort we should expend on not allowing bad markup? 
I agree that the case Todd has found is pathological but generally not 
sure we can prevent absurd markup.

Possible solution would be to take blockQuote out of phraseGroup and 
just insert it where needed. It would probably contain verses anyway.
