[osis-core] Simple Link Attributes

Test of attributes on linksActually, what I had in mind was extending the
general attribute list, not just <a>.

Maybe it would help if I were as specific as possible. My proposal is as
follows.

Add one more attributeGroup to globalAttributes.  Right now it has
inReferenceAttributes
and outReferenceAttributes.  Add annotationAttributes.

There are two attributes in the annotationAttributes group:
   annotatedWork, of type osisRef
   annotationType, of type, a restricted xs:string

annotationType is one of
   commentary
   sermon
   versification
   exposition
   translation
   response
   [fill in some more]
   x-[anything]
