How about bouncing it off of Michael mailto:cmsmcq@w3.org 
schema-meister, and see if he has any helpful thoughts on it? He also 
worked directly on the TEI canonical reference stuff, and I briefed 
him on the OSIS reference stuff a month or so ago over lunch.
