[osis-core] Questions about osisRefs

I'm confused. Here's my *conceptual* take on this (I'm using absurdly 
long names to try to be clear, so don't take the names as any kind of 
proposal, just the semantics):

Basically, the work and refsys attributes on osisText merely set 
defaults for later references (and should probably be overridable on 
any div). The <self> and its list of supported reference systems in 
the header identifies the work we're in.

Does that make sense? Are there any cases it doesn't cover fairly orthogonally?
