I think the two (default reference system and work declaration for the
<osisText> element) should be specified in separate attributes.

Ones purpose is to indicate what reference system should be placed in a
reference or self-id that defaults that value.  

The other indicates what work this <osisText> IS in the same fashion
that osisID indicates what a verse element IS.

Mixing the two confuses the meaning.
