[osis-core] OSIS schema delay

Guys,

Sorry! Got called in on a call from New Orleans on medical library topic 
maps. Then it was lunch time, etc.!

Should have the corrected schema out by 2:30 PM (to allow some time for 
correcting the mentioned content model issue for Todd and testing my 
fixes to the regexes.)
