[bt-devel] Language names

The list of languages should be up to date now. I had to change the 
encoding system. See the commit message and diff for details.


Please test:

1. Open Bookshelf Manager.
2. Refresh all sources (crosswire, beta, kleinpaste).
3. Open Bibles.
4. See that all language names look comprehensible. For example Kechi 
with i+acute (í), Norwegian Bokmal with a+ring above (å).

Testing is needed especially:
- on systems with something else than utf8 encoding
- on Windows.
