I just found this article.

Trolltech has created a brand-new noncommercial License that will allow
Windows developers to use Qt, the cross-platform C++ GUI application
development framework, at no charge.

The Non-Commercial License lets developers download Qt at no charge to
either evaluate the framework before purchase, or to create software
for personal use on the Microsoft Windows platform. For example, a
developer could use the Non-Commercial License to write a chat client
or MP3 player. The license allows them to use that application and even
distribute it to other users. What they cannot do is charge a fee for
its use.
