Sorry for the lateness but here are my changes to the bibletime.spec.in

I changed it so that it has a new define if build_menus if this is set to 0 
then that is all that needs to be done the spec file shouldn't need to have 
lines commented out of it to work anymore. I also added locals.d souce wich I 
pulled from sword.
