[PS-66] Heading not visible in Hindi ERV bible

In HinERV bible Headings are not visible, after turning ON the heading in Prefs.
The headings in this bible, are visible in BibleDesktop, AndBible etc.

Background: This bible module was created with usfm2osis.pl.
The OSIS xml of this bible has <title> tag.
For e.g. the heading before Matt 7:7 in OSIS looks like this
