Indexing info from transcriptions is not correctly derived

      Description

      Indexing generated from transcriptions often has the wrong starting verse. If a page starts within a verse, so that the verse block marker is on the previous page, the index that is generated incorrectly lists the following verse as the starting point. Example: GA 1241, folio 117v (PageID 2370) has Acts 1:24-2:24, ending within verse 24, so folio 118r starts in verse 24. However, the indexing generated from the transcription for folio 118r ignores the part of verse 24 on 118r, and generates the index as 2:25-3:7, though it should be 2:24-3:7. Similarly, 118r ends within 3:7, so folio 118v starts in 3:7, but the index generated from the transcription incorrectly lists the starting verse as 3:8.
