I believe that ESV folks complained of some abuses, though I don't know 
details (I think Peter does). I'm not sure how one could abuse free 
distribution.

Otherwise, publishers are in the business of making money from 
distribution, and Sword Project apps generally don't support a cash 
stream, at least not directly (unlike, say, a phone/tablet app, with 
in-app purchases).
