Well, version 4.2.1 is the latest on the website. If you're comfortable with doing so, you could try building from source. I've never tried it for this program, but I have done so with the game freeciv on Ubuntu, and I suspect it's easier to setup to compile and install than xiphos. I'm definitely not an expert on building from source. Good luck if you choose that route.

I am running PCLINUXOS with xiphos 4.1.0 gtk3 webkit2 latest copyright 2017

Nothing more current on the distro repo.
