I have friends in places where Internet is expensive and intermittent.
One way to improve your idea would be to at least make a local cache of
whatever the user has accessed so that if the same dictionary entry or
commentary section is accessed again, it comes from the local cache. Of
course, better yet is to have the resources pretranslated in total and
downloaded all at once (like when in town) and then accessed offline
(like when back out in their villages in the jungle).
