If I'm not mistaken, this is the method which STEP Bible uses for IOS?
It works like a local app as long as it's open on the tablet, but every
time you close it completely you have to redownload everything?
Implementing a way to open locally a web page that also looks locally for
modules should be trivial, and avoids the legal and political aspects of
getting onto the appstore.
