DM wrote, "In many translations these are not headings but are verse 1 and
the rest of the verses number from 2 onward."

There's at least one Psalm where the descriptive title is verses 1 & 2, with
the main Psalm starting at verse 3. e.g. Psalm 54 in some French Bibles,
etc.

There are other Psalms where the descriptive title is only PART of verse 1.

Aside: (need to know for USFM to OSIS converters)

In Paratext, the custom for translations that assign part of verse 1 to the
descriptive title is as follows:

\d
\v 1 Descriptive title.
\q1 Rest of verse one text.

i.e. Paratext assumes that the \d marker prevails until the first [paragraph
or] poetry marker, and that it can include a verse marker.
