Belated extra comment for David Troidl.

The most recent version of BabelPad includes options to customize
normalization for Hebrew and Tibetan, to avoid suboptimal reordering of
characters. See
http://www.babelstone.co.uk/Software/BabelPad.html

The custom option for Hebrew is described in the BabelStone forum
<https://groups.google.com/forum/> with a direct link to
http://www.sbl-site.org/Fonts/SBLHebrewUserManual1.5x.pdf

Best regards,

David
