I'll second that recommendation. Sigil is a good tool for "tweaking" unencrypted ePub files. It has a reasonable preview feature. Anyone using it will have to edit the HTML by hand though. There are no facilities within it for ensuring links (for example at the chapter or verse level of the biblical text) are correctly defined. From experience (I downloaded the J B Phillips translation from CCEL and converted it to epub format for my personal use) it is a tedious job to go through checking everything works whether font attributes or intra-document links. If all you want to do is change a small portion of a book then it is a good tool to have on hand.
