Looks very much that we already have encountered languages where the
apostrophe seems to be not just a simple punctutation mark.  Here's an
example from the beta reposoitory - for the Zoogocho Zapotec language of
Oaxaca, Mexico.  

zpq_BL_1987: Matthew 1:1. Nga nyoj la beṉe' gosac x̱ozxtao' Jesucriston'
chzolaon len da' x̱ozxta'ocho Abraham. Ḻe Jesúsen' goque' xi'iṉ diaža c̱he
da' David, na' da' Davin' goque' xi'iṉ diaža c̱he da' Abrahanṉa'.

There are other tonal languages in the region with similar usage. But I
guess the distinction between a tonal mark and a punctuation mark is
somewhat of a subtle one, depending on your approach to lingustics,
phonetics and orthography.
