That's how I understood it too.

In more general terms, it's "free text" in between multiple cross-reference
notes. 

We've come across even worse situations while "cleaning up" source text
files to help a translator.

cf. Translations made using Paratext (USFM) can easily end up with such
quirks, because the software doesn't enforce rigid adherence to the
standards. One can even end up with free text within a cross-reference tag
par in USFM, and end up having to split the markup into two or more tag
pairs.

Of course, in providing such a service to a particular translator, we also
help ourselves achieve a higher quality module. It's one of the joys of
working in collaboration with others.
