[sword-devel] Xiphos 3.1.1 tarball is released

Binary builds should be available pretty soon.  Bugfixes and small
features in this double-point release:

- Per-verse user annotations, giving a "yellow highlighter + margin
  notes" metaphor.
- Geography interface: Mouse-sweep any location name, context menu ->
  Lookup -> Browse in BibleMap.org.
- Automatic repository discovery, at this point simply replacing the
  previously-hardcoded list of 4 repos currently known via the automatic
  mechanism.
- Fixed the Help->Chat interface.  Freenode stopped lovin' Mibbit.
- A small army of bugfixes.  It's amazing how many bugs can be found,
  when the userbase starts to grow.
