Turns out we may be able to build a windows installer for BibleCS,  
BibleDesktop, FlashCards, ... (any others?) on the CrossWire server.

Basically, it says we need to install "scons" and perhaps a cross- 
compiler.

This does not provide for cross-compiling BibleCS, just the cross- 
building of the installer.
