[sword-devel] Locale Helper Utility

Adrian and others,

I've finished a very quick locale helper utility (win32) which will 
validate your locale and tell you what is missing.  It's very simple and 
hasn't had any testing.
It needs to be in the same place as your other sword applications.  Your 
locale has to be installed and recognized by the SWORD engine.
